County Employees and Housing
Employees of the Miami-Dade County Department of Public Housing and Community Development (PHCD) and their immediate family members are generally prohibited from taking part in the Section 8 program administered by the department. For the most part, Section 2-11.1 (c) of the County Ethics Code prevents County employees and their immediate family members from entering into contracts with their own departments. Typically, County employees and immediate family members who are not employed by PHCD are promptly approved.
The Section 8 Housing Choice Voucher Program is sponsored by the federal government to assist low-income families and individuals pay monthly rental or mortgage fees. PHCD is one of several local agencies that administers the federal program.
County employees who participate in the Section 8 Housing Choice Voucher Program administered by PHCD must first obtain an approval letter from the Ethics Commission using the Section 8 Form. An approval letter verifies that a County employee has no ethics conflicts that would prevent him or her from entering into a contract with the PHCD.
